I. Introduction
There has been much discussion about the Tiny Township Asset Management Plan, (AMP) and the implications to Tiny of the plan reviewed by Council in June 2024. The purpose of this document is to attempt to simplify, summarize, and inform residents of Tiny, regarding the AMP findings and recommendations (see full report here). Let’s begin by describing what the Asset Management Plan is all about.
What is an Asset Management Plan (AMP)?
In most parts of Ontario, existing infrastructure may be degrading faster than it is being repaired or replaced so the Ontario government put in place the ‘Asset Management Planning for Municipal Infrastructure Regulation effective January 1, 2018’. The idea being that municipalities need to better plan for the maintenance and replacement needs of the assets used to provide municipal services.
The AMP includes a status of the infrastructure by component category. Each component category (see Financial Analysis section II for category breakdown) is evaluated by asset condition, replacement cost valuation, age and the current level of service versus the proposed level of service. From all of this information, the Township can determine the entire lifecycle, and associated costs related to maintaining assets to perform the required services of the municipality.
The AMP relies heavily on numerous assumptions which build upon each other. The quality and accuracy of those assumptions, along with the data integrity, are the keys to deriving a realistic asset management strategy. Over the next year, the Township will be working on refining those assumptions, updating condition assessments, and finalizing a financial strategy to fund asset management needs.
How does the AMP affect the Tiny Taxpayer?
Based on the results of the AMP, a planned asset maintenance and replacement strategy can be drawn up along with a financial plan to fund that strategy. That will impact your future tax costs as well as service levels and risks to those services, that may arise in the future. In summary, the Asset Management Plan has a major impact on all Tiny Taxpayers.

The authors did not have access to all the underlying facts, reports, or modelling systems used by Tiny Township. Although best efforts were made to interpret the information in the AMP and model projections, the actual outcomes realized by taxpayers will differ from those illustrated.
